Control measures in response to the coronavirus have shuttered much of China\u2019s production for a majority of the first quarter, causing exports to plunge. Container spot rates from China to the North American West Coast are still down more than 10% year-over-year, it adds, and import shipment levels at the ports are a fraction of normal volumes.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-04f3249 elementor-widget elementor-widget-text-editor\" data-id=\"04f3249\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Intermodal rail volumes eastbound from Los Angeles are down 36% since the beginning of February and are 22% lower than last year\u2019s Chinese New Year-related trough. From JNPT\/Mundra to Shanghai, average spot rates have increased to $150 per TEU and $200 per FEU from $100 and $150, respectively, around mid-February. Rate levels have also surged on the return, to about $650 per TEU and $850 per FEU from $400 and $500 two weeks ago.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-bdc6e9f elementor-widget elementor-widget-text-editor\" data-id=\"bdc6e9f\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>According to Chennai-based FreightBro, when freight demand rebounds, capacity will likely become extremely tight, which could, in turn, have an inevitable knock-on effect on freight rates. \u201cWith the head haul being impacted from China, we can estimate a dearth of empty equipment availability across the world,\u201d a company spokesperson told JOC.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-383fd05 elementor-widget elementor-widget-text-editor\" data-id=\"383fd05\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>\u201cThis shortage of equipment will have an impact on exports owing to the huge imbalance that is anticipated,\u201d he continued, \u201cand equipment leasing companies cannot fill in for this large-scale demand.\u201d<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-84cc66b elementor-widget elementor-widget-text-editor\" data-id=\"84cc66b\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tDue to the standstill in China, massive build up of boxes at docks has left the U.S. and France with a shortage of containers. The\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/china-shipping-exports-rebound-just-as-western-ports-cope-with-coronavirus-downturn-11584647486?mod=searchresults&amp;page=1&amp;pos=1\" target=\"_blank\" rel=\"noopener\">Wall Street Journal reports<\/a>, \u201ccontainer volumes from China into California\u2019s three largest seaports\u2014Los Angeles, Long Beach and Oakland\u2014were off 35.2% in February from a year ago, according to trade data research group Panjiva. The neighboring ports of Los Angeles and Long Beach, which together make up the largest U.S. gateway for imports from Asia, handled 132,564 fewer containers in February than they did the same month a year ago.\u201d Now the flood of empty returns is a major concern. Thousands of boxes piled up at those ports and at the gates ocean carriers \u201cdirect hundreds of truckers on short notice to return empty containers to a specific terminal where the vessel is being prepared for departure,\u201d Ed DeNike, president of SSA Containers shared with\u00a0<a href=\"https:\/\/www.joc.com\/port-news\/port-productivity\/flood-empty-container-returns-delays-la-lb-recovery_20190318.html\" target=\"_blank\" rel=\"noopener\">JOC<\/a>. \u201cMeanwhile, other truckers are arriving with outbound loads, or showing up to take delivery of import loads, and they are caught up in the gate traffic. provides for regulatory relief for commercial motor vehicle operations providing direct assistance supporting emergency relief efforts intended to meet immediate needs for:\n<ul>\n<li>Medical supplies and equipment related to the testing, diagnosis and treatment of COVID-19.<\/li>\n<li>Supplies and equipment, including masks, gloves, hand sanitizer, soap and disinfectants, necessary for healthcare worker, patient and community safety, sanitation, and prevention of COVID-19 spread in communities.<\/li>\n<li>Food for emergency restocking of stores.<\/li>\n<li>Equipment supplies and persons necessary for establishment and management of temporary housing and quarantine facilities related to COVID-19.<\/li>\n<li>Persons designated by Federal, State or local authorities for transport for medical, isolation or quarantine purposes.<\/li>\n<li>Personnel to provide medical or other emergency services.<\/li>\n<\/ul>\n<\/li>\n<li>Carriers could experience a personnel shortage, which will disrupt carrier networks, create coverage challenges, and delay deliveries.<\/li>\n<li>Carriers will likely experience an imbalanced network as a result of trucks not unloading as scheduled, shortage
